While padding for the driver’s head is mandatory to absorb shocks, “an additional piece of padding (here slightly overexposed on the Williams) no greater than 10mm thick may be attached to this headrest if necessary, and only for driver comfort” (article 14.6.2).
However, engineers are not so keen on these extra elements for they obviously add a little bit of weight.
