Used cars for new drivers?

There is a choice of options, with various levels of cost involved. A 2015 car that ran during winter testing and the first 4 races of the season, or even an updated 2014 car with lots of spare parts left from last season, would provide the ideal basis for a new driver willing to learn the tricks of the trade, at the back of the grid. And the FIA is perfectly capable of working out a few technical solutions that would compensate, at least partly, the gap on the track between fully-developed 2015 cars and a small group of used cars in a handful of teams, sometime during the summer. One thing is sure, the general public would not see the difference between the cars, and only the hard-core fans would be looking at the performance gaps, in detail.
