Haas has opted to fit a complete new power unit and drivetrain to Kevin Magnussen VF-23 car for Sunday's Dutch Grand Prix, changes that have yielded a pitlane start for the Dane as they were undertaken in Parc Fermé conditions.
Magnussen qualified P18 on Saturday at Zandvoort, three spots behind teammate Nico Hulkenberg who will line up 15th on this afternoon's grid.
However, Haas has added a new internal combustion engine, turbo, MGU-H, energy store, control electronics to Magnussen's pool of hardware, but also new gearbox cases and cassettes, driveline, gearchange components and auxiliary components.
The multiple changes should have warranted to grid penalty for the Haas driver and a back-row start.
However, the elements were changed without the approval of the FIA Technical Delegate in Parc Fermé conditions.
This was a breach of Articles 28.2, 29.2, 40.3 and 40.9 of the FIA Formula One Sporting Regulations, which means that the competitor – in this case Magnussen – is required to start the race from the pit lane per article 40.9 of the FIA Formula One Sporting Regulations.
